... #015 Okinawa Prefectural Referendum
A prefectural referendum was held in Okinawa on 24 Feb 2019 about the land reclamation at Henoko.
What is the movement of the central government and Okinawa prefecture in response to the result of 70% of voters being against the plan?
The theme of Plus One! tonight is this one.
70% rejection to reclamation at Henoko. What is the upcoming big issue?
Today, one day after the prefectural referendum.
Land reclamation work at the sea of Henoko was proceeding.
Okinawa People
"Don't bring in the earth and sand for reclamation!"
Okinawa People
"I think this reflected our will. It's 70% rejection."
A prefectural referendum was held on 24 Feb 2019 about the land reclamation at Henoko.
The result of the voting was that more than 430,000 votes were against the reclamation, exceeding 70% of the total votes.
Okinawa Governor Tamaki Denny-san said ...
Governor Tamaki
"It is the first time that the will of Okinawa people is clearly stated,
I think this voting is extremely meaningful."
Meanwhile, the voting rate was 52.48%.
While it exceeded 50%, it was about 11 points lower than the Okinawa governor election in 2018, which was 63.24%.
A person related to central government said ...
Person related to government
"I thought the voting rate would reach around 60%.
Certain Okinawa people are calmly watching this prefectural referendum."
Although the voting result is not legally binding to stop the land reclamation work,
because the rejection votes reached a quarter of eligible voters,
Governor Tamaki needs to report this voting results to Prime Minster and the US President.
In response to the voting result, Prime Minister Abe said ...
"We sincerely receive the voting result of this prefectural referendum,
we will do our best to reduce the burden of the air base."
Furthermore, Prime Minister emphasises that
"the fixation of Futenma Air Station, said to be the most dangerous air station in the world, should absolutely be avoided."
While Prime Minister is expected to meet Governor Tamaki soon,
Chief Cabinet Secretary gave candid advice to Governor Tamaki at a media conference.
Chief Cabinet Secretary Suga
"How would the Futenma Air Station be returned?
It is extremely regrettable that Governor Tamaki did not talk about this."
In addition, he emphasised that the policy of proceeding the land reclamation work at the offshore of Henoko will not change.
The government will continue proceeding the reclamation work solemnly ...
However, there is also big issue on the reclamation plan of the government in the future.
The government is currently beginning the reclamation of this area,
earth and sand are continued to be fill in on the south side,
and the reclamation is hoped to finish in next year.
On the other hand, there is issue on the reclamation on the north side which accounts for 3/4 of the whole reclamation.
Soft ground is found in part of the seabed, and improvement work is necessary.
The soft ground is like mayonnaise and is very soft,
the government is thinking about driving in piles as the ground improvement construction.
Around 77,000 piles are planned to be driven in.
However, since this is a change of design of the originally implemented construction,
permission of Governor Tamaki is needed.
Furthermore, corals inhabit in this area, these corals need be transferred to other areas,
and permission from Governor Tamaki for such transfer is also needed.
However, with the result of the prefectural referendum this time, Governor Tamaki is ready to fight to the end.
Since the construction period is expected to be prolonged significantly and the expenses will increase,
it is possible that Governor Tamaki will appeal that this is a reckless work and does not give permission.
If this happens, there may be further court battles over the permission,
and it may take longer time for the Futenma Air Station to be returned.
