The “three points” discussed during the “intensive deliberation” on the 19th March are re-organized here.
First all, the first point is about the documents being tampered with by “whose instruction”?
During the intensive deliberation on the 19th March, while former Director-General of the Financial Bureau Sagawa who was the top of the Financial Bureau back then confirmed that “he knew” about the tampering, regarding who instructed the tampering, he did not answer at the Diet with the reason such as it is “under investigation”.
However, during the interview from NTV, several officials of the Financial Bureau explained the aim of their action that they “were instructed on the tampering” by former Director-General Sagawa.
On the other hand, Sagawa-shi is showing disapproval on affirming that he instructed other on the tampering.
The second point is “on what purpose” was the tampering done?
According to the explanation of the Finance Ministry, the tampering was done in order to make the settlement documents consistent with the reply to the Diet of former Director-General Sagawa such as “there is no negotiation record so we cannot answer”.
However, the opposition parties, in regard to Prime Minister Abe’s statement “If I and my wife (Madam Akie) are involved in this issue, both the Prime Minister and the Diet members will resign”, pursued that “whether this statement triggered the start of tampering”.
Prime Minister denied the connection that “because there is such reply to the Diet, it appears that there is no reason and necessity on alteration”.
And then, the third point is that “why the name of Madam Akie was put on the settlement document”?
While Secretary-General Koike of the Communist Party inquired that “why is the inclination of Abe Akie-san who is not even a Diet member recorded in the document?”, Director-General of Financial Bureau of Finance Ministry Ota replied that “I think this is because she is basically… the prime minister's wife”.
Then Diet Member Koike further pursued that “Madam Akie is an existence who must be paid great consideration than Diet members”.
In regard to this, Prime Minister Abe refuted that “if you look at the original documents, it is not at all that ‘Madam Abe Akie is involved’ in the (land sale of) Finance Ministry.
Diet Member Koike requested summoning Madam Akie to give sworn testimony, stating that “Madam Akie has not talked about the Moritomo Gakuen Problem, not even once”.
