
The "Peace Treaty" in Japan-Russia Summit is...?
The Japan-Russia Summit is finally approaching this Thursday.
Would there be progress on the Northern Territories dispute.
Today at the Prime Minister of Japan and His Cabinet.
The residents who formerly live at the Northern Territories
expressed wishes like "We want to go back to our homeland"
in their letters handed to Prime Minister Abe which are to be sent to President Putin.
This is President Putin's
"2017 calendar".
It is not only sold in Russia but also in Japan.
In it there is President Putin's proud moment fishing a big fish, and him in Judo.
In fact President Putin is with Judo skill ranking of eighth-dan.
The person who has deep and close relationship with President Putin who is skillful in Judo is
a Japanese medalist.

They first had conversation when President Putin visited Japan in 2000
and visited the Judo's headquarter・Kodokan Institute.

"(President Putin) said ‘coming to the Kodokan Institute
makes me feel at east like I am coming home.
Kodokan Institute is the homeland of all Judo practitioners in the world.'"
Furthermore when President Putin visited Japan five years later
(Yamashita-san) heard thing that should be concerned.

"During a banquet for very selected persons
President Putin, when suddenly proposed a toast,
‘This difficult problem would definitely be
solved by the wisdom of the two countries'
‘Let's make a toast for wishing this day's coming,
even one day earlier'
and then the banquet began".
President Putin was referring to the Northern Territories
when he talked about "would definitely solve it with wisdom".
Would the focus of the Summit this time
be shifted to the Northern Territories dispute.
The biggest theme is, including solving the Northern Territories dispute
the negotiation towards concluding the "Peace Treaty".
In the first place, currently there is no "Peace Treaty"
concluded between Japan and Russia.
In year 1951 after WWII,
49 countries including Japan, America, and England
signed the "Treaty of San Francisco (Treaty of Peace with Japan)".
This Treaty was to deal with the territory sovereignty
Japan took or be taken away during the war,
in other words, to decide "where to draw the nation borderline".
At that time the Soviet Union joined the discussion
but due to reasons like China's objection to the Treaty
did not sign the Treaty.
Then, after five years, 1956.
Japan and the Soviet Union restored the diplomatic relations
and co-signed the "Japanese-Soviet Joint Declaration of 1956".
Whereas that Joint Declaration
did not include the Northern Territories dispute
in brief "where to draw the nation borderline".
In the "Japanese-Soviet Joint Declaration of 1956"
Among the four islands in the Northern Territories occupied by the Soviet Union
"To return the Habomai Islands and Shikotan Island from the Soviet Union to Japan"
was promised.
But the actual sovereignty handover was
based on one condition that
"the Peace Treaty was concluded".
On the other hand, the Japan government had persistently added Etorofu Island and Kunashiri Island
and held a stance to "claim sovereignty over all four islands".
If the Peace Treaty of Japanese-Soviet Joint Declaration of 1956 is concluded "literally"
"Only two islands" are to be returned
There is concern if the negotiation
will end.
In fact Prime Minister Abe
has a lot Japan-Russia Summits
with President Putin thus far
there has been as many as 15 Summits
Prime Minister said that he wanted to
"cultivate the relationship of trust with President Putin".
As for the Northern Territories dispute,
"I am determined to put an end note to this dispute in my generation"
said Prime Minister Abe.
This noteworthy Japan-Russia Summit will be held at Yamaguchi prefecture, hometown of Prime Minister Abe, on Thursday,
and then at Tokyo on Friday.
